The Review of Public Administration was launched by the NI Executive in 2002. It was a comprehensive examination of the arrangements for the administration and delivery of public services in Northern Ireland, covering almost 150 bodies including District Councils, Health Boards and Trusts, and Education sector bodies.
In November 2005, the Secretary of State announced the final decisions on the future of local government, Health and Social Services and Education. In terms of Youth Services, it was announced that the Department of Education would continue to be responsible for youth service policy and strategy, but linked to wider education priorities. In a strengthened relationship between youth provision and formal education, youth services administration, including the functions of the Youth Council, would be placed within the new Education Authority (ESA).
